Often times information is withheld from the general public because it is a risk to national security.
Approximately 1.25 million people in the United States hold a Top-Secret security clearance, according to Statista. This clearance allows access to the most sensitive government information. Many of these people are contractors who are not government employees.
By a series of unconnected events a new president is elected and he is a Manchurian Candidate. He appoints department heads who are loyal to him. He begins to institute policies that will further his aims. Several in congress object and use their constitutional authority to oversee the actions of the executive branch. When they ask for information, they are put off by various delay tactics including not revealing information for national security reasons. This is not good enough for congress so they subpoena the bureaucrats to testify but they refuse and are in contempt of congress but the Department of Justice refuses to prosecute. The only recourse is to impeach but that takes 67 votes and with the country divided, which is the way politicians want it, this becomes an almost impossible task. They just report that the whole thing is political and not based on facts and half the people will go along.
