Hamas has chosen a method of fighting that is common among terror groups. They mix in the fighters with the people of the community and thus innocent people are hurt and killed. The sanctuary cities do something similar. Instead of holding criminals in jail and waiting for ICE to pick them up, they are released into the community where they mix in with the citizenry and when ICE goes after them others who are not convicted criminals get arrested. Then when that happens the press parades these people out front showing how some whose only crime is being here illegally are being rounded up for deportation. This was the plan from the start.
