Power

When President Obama recently said he would by-pass the do-nothing congress and use the power of his office by way of pen and phone to get things done, many asked just what can he do. Here is one small example: The Environmental Protection Agency has quietly floated a rule claiming authority to bypass the courts and unilaterally garnish paychecks of those accused of violating its rules, a power currently used by agencies such as the Internal Revenue Service.
