Bottom up

During the mortgage crisis of 2008 many complained that instead of the government giving money to the big banks and then allowing it to trickle down to the people, the government should have given mortgage relief directly to the mortgage holders and they in turn could keep their homes. This time the government is giving money directly to the people and allowing them to pay up the ladder. This combined with giving small businesses money to pay wages and thus keep the employees whole will keep the economy ready for revival when the virus threat is over. Sounds like a good plan.
