House cleaning
Presidents are required to fill roughly 4,000 politically appointed positions in the executive branch and independent agencies, including more than 1,200 that require Senate confirmation. The time it takes for confirmation has been increasing since Reagan and in 2010 changes were made to speed up the process but it still takes a long time meaning that many areas will be run by interim appointees. The delays are mostly political. Often times nominees will just drop out when the process gets too complicated. Many feel that this process represents what is wrong with government. It is possible that the government has become so large that it is unmanageable. Perhaps the time is right for a good house cleaning across the board. Trump's plan is to have each department head use the outsiders Elon and Vivek to conduct a performance analysis using proven business techniques to evaluate efficiency much like the old days when business used time studies.
