The name of the Department of Defense is changed to the Department of War. So, what does that mean. If it is just changing the name, it means very little but if it is changing the philosophy of the department, it is significant. The last time the congress declared war was WW 2. That was also the last time the US went to win. Since that time there have been a series of so-called police actions. Many believe that if you are going to war you should go to win or stay home. If that is what changing the name means then it makes sense.
