The mother robin used her instinct to keep one nestling from leaving too soon by holding him back until he was ready but the second chick needed a push to leave. Parents sometimes face the same dilemma. One child wants to leave home before shes ready and the second needs boost to get going. Governments face a similar situation with the safety net. They must give out enough assistance to get people back on their feet but not so much as to discourage personal growth. This happened last summer when people who earned $1,000 per week working suddenly found themselves in the position of getting $1,100 per week for not working. They should follow former President Clinton's words when he said, welfare should be a helping hand not a way of life. A young single mom needs help but when she had a baby when she was 16 because her mother had her when she was 16 because the grandmother had the mother when she was 16, we now have a way of life. Clinton knew the difference.
