Crime

Many experts contend that the disparities in Black poverty and incarceration are caused by racism. Here are some stats. Year Black single moms Black incarceration rates Black poverty rates 1940 18% 3% 17% 1970 30% 41% 14% 2000 67% 38% 13% Part of the Great Society that started in the mid 1960's allowed single moms to have their own apartment with utilities paid along with healthcare and food allowances. Shortly after that the number of single mom families doubled. The reason for the increase in incarceration rates was the tough on crime, law and order, war on drugs policies initiate by Nixon and Reagan and continued by Bush and Clinton and were exacerbated by the Clinton 1994 crime bill. Rates went up for everyone so before and after the number of Blacks were five times the number of Whites. The CATO Institute says the War on Poverty cost $15 trillion dollars
