According to available research, the test score gap in education, particularly the racial achievement gap between Black and White students, has been present for over two centuries, with significant data showing its existence since at least the early 1970s when consistent standardized testing began to be widely used; the "Coleman Report" in the 1960s highlighted this gap significantly, revealing a large disparity in achievement between Black and White students in the United States. In 1979 the Department of Education was formed in part to tackle the gap problem. It has not helped and perhaps it is time to try something new. Teacher unions have been around since 1857 and while it has made significant progress for teachers it has not helped lower gap. The poor performance of Black students has contributed to the high crime rates among Blacks. Over the years reasons for this gap have come forth but the gap remains.
